Here is what The Hammer Clause says, "Whenever the President considers that unlawful obstructions, combinations, or assemblages, or rebellion against the authority of the United States, make it impracticable to enforce the laws of the United States in any State by the ordinary course of judicial proceedings, he may call into Federal service such of the militia of any State, and use such of the armed forces, as he considers necessary to enforce those laws or to suppress the rebellion." 10 U.S. Code § 252 - Use of militia and armed forces to enforce Federal authority
It doesn't matter if citizens, a city, or state government agree with current federal laws on immigration. If someone is in the country illegally the federal government has the right and duty to remove them from the country. If the Left doesn't like the laws they could have changed the laws when Biden was President and Democrats controlled Congress. That would have been the correct response to this issue.
The First Amendment does protect peaceful protest, but it doesn't allow riots, unpeaceful protest, unlawful assembly, and obstruction of justice. Here is what the first amendment says on this issue, "the right of the people peaceably to assemble, and to petition the Government for a redress of grievances." The first amendment specifically says that assembly must be peaceful.
Lastly, The Hammer Clause has been used many times in the past by many Presidents. Andrew Jackson, Abraham Lincoln, Ulysses S. Grant, FDR, Eisenhower, JFK, and LBJ to name a few.
