1. The quote says "the best" not the only. A job is what keeps the vast majority of people off welfare. And more jobs and better jobs are a better solution to poverty than any welfare program.
2. Every job is a stepping stone to a better job. You gain experience and skills at a job that allow you to either get a promotion at your current work or a better job some place else.
3. 83% of employers offer health insurance to employees and 55% of all Americans get health insurance through their employer. 20% get Medicare and 17% get medicaid 8% don't have insurance. The rest have individual coverage. And Medicare is paid by employees and employers. It is based on jobs.
4. 401K and Pension plans help most elderly people in retirement. Also payroll taxes that employers must match support social security. Every employer must pay that and that isn't welfare. Employees also pay into this system. That is a program 100% based on jobs too.
5. The more people who have jobs, the less people are on welfare. But also there is more tax revenue to pay for those on welfare, but for less people on it as more people have jobs. Jobs are the best way to help the most people.
